In response to the United Nations' "2030 Sustainable Development Goals" (SDGs), particularly SDG9 on industrialization, innovation, and infrastructure, we continue to optimize our core blood donation information management system. This involves innovating through industrial automation to check each bag of blood product manually and label them, and digitizing numerous administrative tasks. The results of this digital transformation are as follows:

High-Quality Blood Donation Information Management System

The "Blood Management Information System" launched in 2018 utilizes cloud-based programming, designed for mobility, intelligence, and paperlessness, and consolidates vast amounts of data from all blood donation centers into a single large dataset. It features:

Mobility:
  • Blood donation vehicles have mobile network access, allowing them to connect with the database from anywhere to manage blood donations.
  • The "Donor Area" allows donors to download their test reports, blood donation records, and book appointments.
  • The "Hospital Network Operation Platform" provides online blood ordering and electronic data interchange (EDI) downloads for blood products.

Intelligence:
  • Automatically verifies donor eligibility and blood product compliance.
  • Establishes control mechanisms to set multiple controls and traceability for donors and blood products, ensuring comprehensive safety in blood use.
  • Features smart matching technology for special blood products to enhance the quality and efficiency of matches.

Innovative Automation of Blood Component Operations

In 2021, the Taipei Blood Donation Center, with its professional experience and innovative thinking, collaborated with Taiwan Sato Company to develop an automated verification and labeling system. This system integrates a barcode auto-labeling machine with an automated checking process to further enhance operational efficiency, replacing extensive manual repetitive tasks with several automated checks. The Taipei Blood Donation Center was awarded a new patent (Patent No. M638321) for this system.

By 2023, other blood donation centers had also completed the installation of automatic labeling machines and fully utilized them, automating and standardizing the blood product verification and labeling process, enhancing operational efficiency and transfusion safety.

Digitalization of Administrative Operations

(1) The electronic document system introduced in 2021 significantly saved time and reduced paper costs. In 2023, compared to the previous year (January to December), there was a 19.6% reduction in use (annual target > 10%).

(2) Our staff attendance and leave online approval system was launched in December 2022, converting paper-based leave and overtime applications to electronic approvals and incorporating several automatic review mechanisms, replacing manual inspections with digital checks.

(3) In 2024, the Kaohsiung Blood Donation Center implemented a business intelligence system to help manage and analyze business data. Through this system, data from various sources are integrated for effective analysis and visualization, providing real-time information control.
