Second Member in Asia after Japan: Taiwan Blood Services Foundation Approved to Join IPFA

    Great news! At its Executive Board meeting held in December 2025, the International Plasma and Fractionation Association (IPFA) officially approved the membership application of the Taiwan Blood Services Foundation (TBSF) from Taiwan, making it the newest member of IPFA. Hou Sheng-mou, Chairman of the Taiwan Blood Services Foundation, stated that Taiwan becoming the second IPFA member in Asia after Japan signifies that our nation's manufacturing capabilities and quality management of plasma-derived medicinal products are of a high international standard. In the future, the Foundation will continue to strive for excellence to benefit the people of Taiwan.
    The International Plasma and Fractionation Association (IPFA), formerly known as the European Plasma Fractionation Association (EPFA), was established in 1990 and is headquartered in Amsterdam, Netherlands. It was founded in response to the development of regulations in Europe regarding Plasma-Derived Medicinal Products (PDMPs). Member organizations jointly initiated a collaborative platform for plasma collection and the manufacturing of blood products. In 2005, as other international partners joined, it was renamed IPFA.
    A press release issued by the IPFA Secretariat on the 27th of this month noted that the association has formally approved and warmly welcomed TBSF's membership application. With the addition of the Taiwan Blood Services Foundation, IPFA's international membership now includes 3 plasma fractionation manufacturers, 9 organizations engaged in plasma collection and supply, and 1 research unit focused on plasma testing.
    IPFA Executive Director Leni von Bonsdorff commented: "TBSF is now our second member in Asia. We are delighted to strengthen our cooperation in this region, where IPFA has been active in organizing educational activities and meetings for many years. We believe that our entire membership and network will provide meaningful support to TBSF as they pursue their important mission."
    Dr. Wang Tsung-hsi, CEO of the Taiwan Blood Services Foundation, stated that the Foundation submitted its membership application to IPFA in November 2025. Passing the review so quickly is, on one hand, thanks to the assistance of many international friends, and on the other hand, it proves Taiwan's strength in enhancing blood quality and our commitment to implementing the government's policy of "National Blood for National Use."
    The IPFA press release specifically quoted Dr. Wang: "Our primary goal is to enhance our capacity towards long-term self-sufficiency, providing the Plasma-Derived Medicinal Products (PDMPs) needed by the people of Taiwan. We believe that IPFA's expertise and collaborative network will be invaluable as we strive toward this goal. While we acknowledge significant challenges ahead, the Taiwan Blood Services Foundation remains dedicated to excellence. We are eager to learn from and contribute to the IPFA membership."
    The IPFA press release also introduced the Taiwan Blood Services Foundation as a non-profit organization under the supervision of the Ministry of Health and Welfare. It is responsible for collecting voluntary non-remunerated blood donations, processing and supplying blood and plasma, and has passed evaluations by the Food and Drug Administration (TFDA) and the Australian Therapeutic Goods Administration (TGA) to ensure that plasma sent to Australia for fractionation meets safety and quality standards.
    According to the introduction on the IPFA website, IPFA  supports and promotes the activities of non-profit organizations worldwide engaged in plasma fractionation, collection, and testing, providing patients with a robust supply system for plasma-derived medicinal products. Its 13 members include Blood Centers of America (USA), Canadian Blood Services (Canada), NHS Blood and Transplant (UK), Japan Blood Products Organization (Japan), Australian Red Cross Lifeblood (Australia), and the newly joined Taiwan Blood Services Foundation.
