Israel Strulov, Representative of the Israel Economic and Cultural Office in Taipei, visited the Taiwan Blood Services Foundation on July 14. The two sides exchanged experiences on issues including blood supply during major disasters, emergency response mechanisms, and blood inventory management, and jointly discussed how to enhance medical response capabilities in the face of various unexpected crises. Representative Strulov also invited the Taiwan Blood Services Foundation to send personnel to Israel for an on-site visit, with the aim of further deepening bilateral exchanges.

The Taiwan Blood Services Foundation stated that in recent years, extreme weather events, natural disasters, and public health incidents have occurred frequently around the world. How to strengthen the resilience of blood supply systems and ensure a stable and uninterrupted supply of blood for medical use has become an important issue faced by countries worldwide. Israel has long faced significant security challenges and has accumulated rich and valuable practical experience in blood supply, emergency deployment, and medical preparedness, offering lessons that Taiwan can learn from.

Israel Strulov, Representative of the Israel Economic and Cultural Office in Taipei, had only recently assumed his post in Taiwan at the end of June. Within just two weeks, he had made intensive visits to agencies including the Ministry of Health and Welfare, and visited the Taiwan Blood Services Foundation on July 14. On this occasion, Foundation CEO Tsung-Hsi Wang welcomed him on behalf of Chairman Sheng-Mou Hou, and was joined in the meeting by Business Department Director Shun-Chung Pai, Information Department Director Chia-Hung Hsieh, Taipei Blood Center Director Min-Chang Lin, and others.

After watching introductory videos about the Taiwan Blood Services Foundation and the Annan Blood Component Manufacturing Site, Representative Strulov expressed high recognition of Taiwan’s blood donation rate, mobilization capacity, and the Foundation’s practices, including its collaboration with LINE since 2016 to launch the “iBlood” official account as a service platform for blood donors. He stated, “Although Israel encourages its people to donate blood, there is still much that the country can learn from Taiwan.”

Representative Strulov stated that, based on Israel’s experience accumulated through the challenges it has faced over the past nearly three years, Magen David Adom (MDA), Israel’s national Red Cross society, has established an underground blood bank and built a comprehensive blood emergency response mechanism. He expressed hope that Taiwan and Israel will continue to expand and deepen exchanges and cooperation in the future, and also welcomed the Taiwan Blood Services Foundation to send personnel to Israel for an on-site visit.

CEO Tsung-Hsi Wang pointed out that this exchange with the Israel Economic and Cultural Office in Taipei not only enhanced mutual understanding of strengthening blood supply resilience, but also laid a solid foundation for building closer cooperative relations in the future. The Taiwan Blood Services Foundation shoulders the important mission of maintaining a stable supply of blood for medical use across Taiwan, and looks forward to continuing exchanges with international partners so that Taiwan’s blood supply system can become more flexible and resilient. Together, the Foundation hopes to enhance blood safety and supply resilience, and work hand in hand to safeguard the health and lives of the public.
