In the healthcare system, blood is never a resource available at will; currently, it cannot be artificially manufactured. It is a lifeline that relies on the continuous relay of countless individuals. When blood donation becomes a daily habit, social resilience improves accordingly. On March 21, 2026, at 5:00 PM, a donation ceremony combining corporate responsibility with public welfare took place in Taichung. Sheng Yang Metal Co., Ltd. donated the "Sheng Yang No. 1" large hybrid blood donation bus to the Taichung Blood Center, injecting new momentum into blood collection efforts in Central Taiwan.
The event was attended by many distinguished guests, including Presidential Office Senior Advisor Lee Mau-sheng; Taichung City Deputy Mayors Huang Kuo-jung and Cheng Chao-hsin; Director-General of the Economic Development Bureau Chang Feng-yuan; Fire Bureau Division Chief Zhan Ren-jie; Legislator Ho Hsin-chun; Taichung City Councilors Lin Bi-xiu, Li Tian-sheng, and Zhang Fen-yu; Special Assistant Ho Mao-yang from Councilor Huang Chia-tien’s office; Hsu Shu-hao from Councilor Jiang He-shu’s office; Dali District Director Cheng Cheng-chung; Tuchen Village Chief Huang Ren-yao; and Ruicheng Village Chief Cai Cheng-han. The Taiwan Blood Services Foundation (TBSF) was represented by CEO Wang Tsung-hsi and Taichung Blood Center Director Hong Ying-sheng, with CEO Wang delivering a speech of gratitude.
From Manufacturing Expertise to Public Welfare Practice
Founded in 1994, Sheng Yang Metal Co., Ltd. has been deeply rooted in the tool manufacturing industry for over 30 years. Its product range includes automotive tools, tool sets, computer repair tools, screwdriver sets, and socket wrench sets. With stable quality and mature distribution channels, its marketing footprint spans the globe. Its DIY tools are primarily exported to the US market, while professional tools are shipped to Europe, establishing a solid reputation in international markets over the years. In 2019, the company received the "Golden Hand Award," the highest honor for small and medium-sized enterprises in Taichung.
However, for Sheng Yang Metal, "manufacturing" is not just about the products themselves; it extends to social contribution and responsibility.
President Chang Ming-chi has long been committed to public welfare, specifically focusing on blood donation as a key part of corporate social responsibility. Over the years, beyond promoting blood donation drives, he has also cared for local public safety and student welfare. He previously donated a sheltered waiting area and seating for Qiao Rong Elementary School to provide a safer and more comfortable environment for students. Additionally, he donated a high-roof ambulance and related emergency medical equipment to the Taichung City Fire Bureau to strengthen frontline emergency rescue capabilities.
Since 2018, in his capacity as Chairman of the Ruicheng Baixian-gong Charity Foundation, he has consistently promoted large-scale blood donation events. Starting from a scale of just one blood donation bus, the efforts have expanded to mobilizing up to five buses simultaneously. To date, 14 events have been organized, involving 53 bus shifts and successfully collecting 13,651 bags of blood.
During the initial establishment of the Dali Blood Donation Room at the Taichung Blood Center, Sheng Yang Metal also sponsored blood donation souvenirs to support the promotion of fixed-point donation. In 2024, the company was honored by the Ministry of Health and Welfare for outstanding blood donation performance, collecting 2,771 bags in a single year—a recognition of its concrete contribution to the stable supply of medical blood.
One Event, Initiating a Cycle of Kindness
The origin of this donation dates back to a blood donation event held by the Ruicheng Baixian-gong Charity Foundation in Dali District, Taichung, on February 6, 2025. Large crowds gathered that day, with long queues forming in front of the blood donation buses, reminding frontline staff of the pressure and demand behind a stable blood supply.
During the event, the current status and future needs of large blood donation buses were mentioned to Chairman Chang Ming-chi. What started as a casual conversation received a response in a very short time.
On February 21 of the same year, the Foundation called to announce that Chairman Chang, who is also the President of Sheng Yang Metal, was willing to donate a large blood donation bus to fully support the blood donation cause. Subsequently, with the assistance and coordination of Legislator Ho Hsin-chun, a visit to TBSF CEO Wang Tsung-hsi was arranged on March 5 to confirm details and finalize the donation.
CEO Wang Tsung-hsi of the Taiwan Blood Services Foundation pointed out that blood donation buses are critical equipment for promoting donation services. They can reach deep into communities, campuses, and enterprises, breaking spatial limitations and allowing more people to participate in blood donation within their daily environments.
The "Sheng Yang No. 1" large hybrid blood donation bus is designed with energy efficiency and environmental protection in mind. It utilizes a hybrid system to reduce energy consumption and emissions, aligning with the sustainability trends of modern public service equipment. Simultaneously, the large vehicle body enhances operational capacity per session, demonstrating high collection efficiency during large-scale events or high-demand periods.
As "Sheng Yang No. 1" enters service, the mobile blood donation capacity in Central Taiwan will continue to improve. It is hoped that more corporations and private forces will join in to further solidify this supply chain that safeguards lives.
