"I have been waiting for the chance to visit the Presidential Office since I reached my 1,000th donation. I am so happy it is finally my turn!" During the 113 Distinguished Blood Donor Representatives visit to the Presidential Office on the morning of November 20, 2025, donor Li Zong-han, a security industry executive, expressed his joy beyond words. Like the other 35 representatives, this was his first time entering the Presidential Office. However, he remained humble, saying: "In fact, I don't donate to receive thanks or applause, but because I feel it is something I can and should do."

This annual event was attended by 36 blood donors, accompanied by Hou Sheng-mou, Chairman of the Taiwan Blood Services Foundation (TBSF); Wang Tsung-hsi, CEO of TBSF; and Jih-Haw Chou, Deputy Minister of Health and Welfare. Vice President Bi-khim Hsiao represented the President in receiving the distinguished donors on that day.

Vice President Bi-khim Hsiao Welcomes the "Blood Donation Superheroes"

In her speech, Vice President Hsiao first thanked all distinguished donors on behalf of the government and the people for their long-term commitment of time and blood to save lives, calling them the "kindest force in Taiwan." She emphasized that consistent donation requires long-term commitment and a sense of mission. As a donor herself, she knows that donating takes considerable time. Therefore, she expressed her heartfelt admiration and gratitude for the contributions of all donors: "You are all the most passionate Blood Donation Superheroes," accepting the nation's gratitude together!

Vice President Hsiao also thanked Chairman Hou Sheng-mou and the team at the Taiwan Blood Services Foundation for their long-term promotion and education efforts, which have kept Taiwan's blood donation rate among the highest in the world. She emphasized that being able to donate is a blessing, as it signifies good health. However, as Taiwan faces a declining birth rate and a decreasing proportion of young people, everyone must work together to pass on the legacy of blood donation.

Chairman Hou Sheng-mou of the Taiwan Blood Services Foundation thanked Vice President Hsiao in his speech, noting that she has long cared for and supported blood donation activities. Whether working in Hualien or Taipei, she has led by example, and even her security detail has been inspired to donate together. At this point, Vice President Hsiao added, "It’s a 'buy one, get three' deal." Chairman Hou responded, "It should be 'buy one, get ten'," which immediately drew laughter from the donors.

Chairman Hou stated that in light of the Ministry of Health and Welfare's new "Health Standards for Blood Donors" released in July this year—which lowered the minimum donation age from 17 to 16 and raised the upper age limit for senior donors from 65 to 70—TBSF has published the science book River of the Body: A Journey of Blood Exploration. The book serves as general education material for high school seniors and university freshmen, and he took this opportunity to ask the Vice President for a photo to recommend it.

Chairman Hou also specifically mentioned that TBSF has invested NT$1 billion to build the "Annan Blood Production Center," which implements fully automated smart monitoring throughout the process. It has already obtained a use permit and is the most advanced medical blood preparation center in Taiwan. He hopes it will become a benchmark in Asia. It is expected to officially open next spring to serve patients from Chiayi and southward.

Donor Representative Lin Wen-tai: Continuing to Donate to the Fullest in the Future

Mr. Lin Wen-tai served as the speaking representative, and Ms. Chen Yi-jin served as the gift recipient representative. Mr. Lin stated that he has been donating blood for 38 years and has donated over 1,600 units. Every time he finishes donating, he feels a sense of satisfaction and achievement from "doing something good." Therefore, blood donation has become a part of his life. He and all the senior donors present believe that saving lives through blood donation is a mission. They will continue to "donate to the fullest" in the future and encourage friends and family to donate together to help more people.

The group then exited the Presidential Office, taking a precious group photo in front of the building before heading to lunch. After enjoying a delicious meal, they promised to meet again at blood donation stations in the future.
