On November 8, 2025, President Lai Ching-Te attended the "78th Doctors' Day Celebration Ceremony" and presented the "2025 Taiwan Healthcare Model Award" to Chairman Hou Sheng-Mou of our association.The "78th Doctors' Day Celebration Ceremony" was held grandly on November 8 at the Grand Hotel in Taipei, where the "2025 Taiwan Healthcare Model Award" was presented personally by President Lai Ching-Te. Chairman Hou received this honor for his outstanding contributions to medicine, educational reform, and achievements in international medical diplomacy.
The Chairman has practiced medicine for over half a century, reaching 50 years of service since graduating from National Taiwan University College of Medicine in 1975. During his academic years, he won the Book Coupon Award almost every semester and was honored with the "NTUH Best Intern" award for his stellar performance. After completing his military service, he entered the Department of Surgery at NTU Hospital for residency training, was dispatched to serve in the Kingdom of Saudi Arabia for two years, and further studied Orthopedics at Duke University Hospital in the United States. Upon returning, he served at NTU Hospital, successively holding positions as Professor of Orthopedics, Vice Superintendent of NTU Hospital, and Director of Academic Affairs and Chairman of the Department of Medicine at the NTU College of Medicine, cultivating countless excellent physicians.
In clinical service, the Chairman is highly respected for his exquisite orthopedic skills and rigorous medical ethics. He has served as the Chairman of numerous associations, including the Taiwan Orthopaedic Association, the Hand Surgery Association, the Joint Reconstruction Association, the Regenerative Medicine Society, and the Evidence-Based Medicine Society. In the administrative domain, he has served as Superintendent of the Provincial Taipei Hospital, Vice Superintendent of NTU Hospital, and Minister of the Department of Health of the Executive Yuan, where he promoted multiple public health policies. He was honored with the First Class Medal of Merit from the Executive Yuan and the First Class Health Medal from the Department of Health, laying an important foundation for Taiwan's medical administrative system.
For many years, the Chairman has advocated for medical education reform. Serving as Chairman of the NTU Department of Medicine for ten years and Director of Academic Affairs for six years, he introduced the Problem-Based Learning (PBL) system, small-class teaching, and established the six-year medical student curriculum, setting a milestone for Taiwan's medical education alignment with international standards. In medical research, from 1985 to 2022, he presided over more than one hundred research projects sponsored by the National Science Council (NSC) and the National Health Research Institutes (NHRI), and published over three hundred academic papers both domestically and internationally. He has also received multiple honors, including the NSC Outstanding Industry-Academia Collaboration Award and the Professor Kao Ta-Cheng Memorial Award from the Taiwan Medical Association, demonstrating profound academic contributions.
Since 2010, he has served as the Superintendent of Shin Kong Wu Ho-Su Memorial Hospital, dedicated to improving medical quality and promoting international healthcare. He has led delegations to Taiwan's ally, Palau, 16 times, showcasing Taiwan's medical soft power, and has twice been honored with the Ministry of Foreign Affairs' "Friend of Foreign Affairs Contribution Award." During the pandemic, he led the Shin Kong Hospital team in full force to combat the epidemic, receiving the "Special Contribution Award for Epidemic Prevention" from the Federation of Medical Associations in 2022, embodying the firm belief of physicians in protecting society.
Furthermore, since 2018, he has served as the Chairman of the Taiwan Blood Services Foundation and as the President of the Chinese Blood Donation Association in 2025. Besides shouldering the heavy responsibility of balancing the national supply and demand of medical blood, he spearheaded the establishment of the "Annan Blood Product Manufacturing Facility," making Taiwan's blood preparation technology an Asian benchmark. By leveraging the promotional resources of the Blood Donation Association, he has promoted a national blood donation movement, increasing public participation in blood donation and strengthening healthcare resilience.
Throughout his nearly half-century career in medicine, the Chairman has left a profound mark in clinical care, educational reform, international medical diplomacy, and the promotion of blood donation, characterized by professionalism, humility, and dedication. Looking ahead, he will continue to uphold the compassion of a healer, leading the team to innovate, refine practices, and safeguard public health, demonstrating the power of Taiwan's healthcare to sustain progress.
