The Taiwan Blood Services Foundation (TBSF) held a warm donation ceremony today (2nd). The donor, Lai Chin-hsiang, Chairman of the Paujar Public Welfare and Charity Foundation, contributed NT$10 million this year toward the foundation's "2026 Resilient Blood Bag Reserve Project" to procure domestic blood bags. TBSF Chairman Hou Sheng-mao stated that this is a rare and significant donation. He expressed his gratitude for the Paujar Foundation's strong support of Taiwan's blood services, noting that the two organizations will continue to make greater contributions to building a more resilient blood safety network for Taiwan.

The Paujar Public Welfare and Charity Foundation was established with donations from Lin Chen-hai, the founder of Paujar Group, with the mission of promoting the spirit of charity and assisting the underprivileged. In recent years, the Foundation has been active in medical care, education, and caring for vulnerable groups. Since 2017, it has donated Hepatitis A vaccines for newborns nationwide, investing NT$1.6 billion over ten years and donating a total of 4 million doses. It also implemented the "Spring Breeze Project," reaching remote areas like Yilan, Penghu, and Matsu, sponsoring over 1,600 disadvantaged students to ensure they can focus on their education. Additionally, in 2025, it generously donated nearly NT$600 million to the National Taiwan University Cancer Center for medical equipment and collaborated with the John Tung Foundation to promote depression prevention and mental health for the elderly, serving as a model for society.

In light of recent challenges—including shifts in Taiwan's demographic structure, severe issues of low birth rates and an aging population, as well as sudden public health events and geopolitical risks—the stability and resilience of the blood supply system have become critical to national medical security. Blood bags, in particular, are vital materials for the operation of the entire supply system. Currently, blood bags are entirely dependent on imports, posing a risk of supply chain disruption and potential national security loopholes. Therefore, under the policy guidance of the Ministry of Health and Welfare, the Foundation established the "Healthy Taiwan Deep Cultivation Project Promotion Office" to actively plan and promote the "2026 Resilient Blood Bag Reserve Project." The generous sponsorship from the Paujar Foundation provides significant support to this initiative.

TBSF Chairman Hou Sheng-mao noted in his speech that he and Chairman Lai are old acquaintances. As Chairman Lai was born in Yilan, any "difficult problems" encountered during his past tenure as Secretary-General of the Department of Health or the Ministry of Health and Welfare were always resolved effectively. Today, with immense respect and gratitude, Chairman Hou expressed his admiration for the Paujar Foundation's exemplary charitable acts under Chairman Lai's leadership. He also thanked the Paujar Foundation for its steadfast support of the "2026 Resilient Blood Bag Reserve Project." He particularly appreciated Chairman Lai's personal attendance at the ceremony despite his busy schedule, marking a historical moment of cooperation between the two organizations.

Chairman Lai Chin-hsiang stated that in the early days, Taiwan's medical blood supply relied on professional donors (known as "blood cows"), which carried various risks. It was not until the establishment of the Blood Donation Association of the Republic of China in 1974 that voluntary, unpaid blood donation began. For 52 years now, the national blood donation rate has exceeded 7%, the highest in the world. The Blood Services Foundation's immense contribution deserves recognition. Upon learning about the "Resilient Blood Bag Reserve Project," the Paujar Foundation felt honored and duty-bound to help resolve blood storage issues and enhance the resilience of Taiwan's medical system.

During the ceremony, Chairman Lai Chin-hsiang presented a symbolic giant check to Chairman Hou Sheng-mao, who in turn presented a plaque of appreciation inscribed with "Paujar Spreads Passionate Blood, Eternal Love." The ceremony was simple yet solemn.
